This chapter is organized as follows. Section 2 discusses the types of data needed for a SDPS. There are several different ways to classify spatial interpolation procedures. Such classification criteria have been given in Section 3. The specific details of each interpolation technique such as implementation, advantages, disadvantages, etc.

The lengthy process seems to be at odds with the insecurity post 2012, it appears evident that a project would hardly be approved before the current Protocol comes to an end. This has been compounded in South Africa by the lagged start due to the relatively poor awareness around CDM. South African government, and business, have been slow to react to the opportunity putting prospective investors under pressure regarding the now condensed timeframes. Current uncertainties to what the climate regime will be post 2012 (particularly whether some countries will have legally binding emission ‗caps‘) means investors in CDM projects do not have a clear signal on the need for credits or their value post 2012.

Other countries have far more onerous taxation policies and yet they have delivered projects. However, there is some uncertainty about what tax actually applies to the CDM in South Africa, particularly amongst the smaller corporations. Large companies, with more complex accounting systems, generally incorporate tax predictions within their business model as it‘s ultimately classified as revenue. This factor was largely resolved by the 2009 budget, and resulting tax incentives, where revenues from the sale of carbon credits will be exempt from income tax.
